Field Study Report
A field study had been conducted in the Jaffna Municipal Council area, Jaffna District, Sri Lanka on 16.01.2024 for Third Level Second Semester Students of the Bachelor of Arts in Community and Regional Planning Degree Programme, Department Of Geography, Faculty Of Arts, University Of Jaffna to fulfill the requirement for successful completion of the course called Urban and Rural Planning Studio (PNCH 32053).
 
Course
Urban and Rural Planning Studio (PNCH 32053) is a project based subject that rooted fully on field research. The objective Of this course is to create opportunities for first-hand experiences that encourage critical thinking, long-term retention, transfer potential and positive attitudes towards seeing the realities on the ground and helping to contextualize planning issues within their wider ecosystems and societal and cultural realities in a selected urban and rural setting.
 
The intended learning outcomes of this course are interpret local perspectives of Urban and Rural communities and societies, review the preconceived perceptions, biases, and assumptions about development plann; adopt with “real” world activities by getting a first-hand experience and field applications, test 1/2 explanations and conceptual analysis against the world they purport to explain. analyze the identified rural problems by applying different spatial, social and economic analytical tools and techniques, illustrate the planning process at urban and rural settings, conforming to Statutory obligations, and being sensitive to local settings and contextual forces, demonstrate ‘strategic project formulation’ approach within a broader policy framework to solve planning problems at urban and rural level.
 
The Studio Process of this course includes Understanding the Objective. Issues of Urban and Rural Development, Literature Survey on Urban and Rural History and Issues, Understanding ground reality, Assess the gaps between the desk-based studies and the reality, Appreciate and absorb the context of the issues by engaging with human beings. Feasibility Study on applicability of Theories. Approaches. Methods. and Techniques, Identification Of Urban and Rural Issues under particular context, Planning Boundary Delineation, Theoretical Underpinning of Identified Urban and Rural Issues, Spatial, Economic and Social Analysis at Urban. Sub-urban and Rural settings, New Urban and Rural Visioning. Urban and Rural Model Building. Urban and Rural Planning Proposal Development, and Urban and Rural Plan Reporting. The teaching and learning methcx.l of this course includes Lectures, Practical Sessions, Team-based Learning, Problem-based Learning, Project, Project, Presentation, Field Study, Assignments.
 
Field, Date and Time
The field study was conducted in the entire Jaffna Municipal Council [ilea on 16.01.2024. The field study has been started at 09.00 am and concluded at 03.00 pm, The field is divided into five clusters such as Low densely settlement and agriculture area, High densely settlement and Fisheries area, City and reclamation area, moderately densely and unauthorized settlement area, and Mixed functional area.
 
Purpose
The purpose of this field study is to interpret local perspectives of Jaffna Urban communities and societies. review the preconceived perceptions. biases. and assumptions about development planning issues in the Jaffna Urban Area, identify urban problems in terms of different spatial, social and economic perspectives in Jaffna Urban Area. illustrate the existing urban planning process and urban management practices in the Jaffna Urban area.
 
Tools
The study has been used field observation, transect walk, focus group discussion and sketch mapping as tools to conduct the sun•ey in each five clusters.
 
Participants
All twenty one students who are studying at Third Level — Second Semester Of the Bachelor Of Arts in Community and Regional Planning degree Programme in the Department of Geography. Faculty Of Arts. University of Jaffna along with Mr. S. Kabilan, Senior Lecturer in Planning, Department of Geography. Faculty of Arts. University of Jaffna.
